I’m more inclined to think there’s a very tiny fine print, smudged by coffee stains and a cigarette burn, that allows Mugman to fuck off back to the surface. Cuphead shouldn’t be jaywalking in Hell in the first place, so there’s that.
But then again, I haven’t thought about the clauses and intricacies of the contract at all.

This AU is some kind of alternative ending in which the Devil kept the contracts. All the bosses will be taking the Underworld Express at their own time, I don’t think they’ll be dragged to Hell all at once.
Considering circuses have a reputation of being unkind, to say the least, to their animals, I saw it a fitting destiny for Grim.
